Rule 49
Grounds for nomination for study, training or study visit
When nominating civil servants for study, training or study visit, the concerned ministry will nominate from among the employees of the service, group or sub-group and under the ministry on the following basis:-
(a) Useful and necessary for the service, group or sub-group in which the subject of study, training or study visit is concerned.
(b) Giving priority to the requirements specified for nomination for scholarship received for study, training or study visit, according to section 24 of the Act, on the basis of priority among the civil servants who get more marks for the evaluation of educational qualification, seniority, experience of working in the geographical area and work performance.
(c) In the case of studies, three years of permanent service has been completed.
(d) Not exceeding forty-five years of age in case of graduation, post-graduation or any academic degree. Explanation :- For the purpose of this paragraph –
(1) "Studies" shall be deemed to refer to studies for the purpose of obtaining a bachelor's degree, a master's degree or any academic degree in a service-related subject.
(2) "Training" means a training program conducted by an organized organization for a specific period of time according to a specific curriculum, except for graduation, post-graduation or any academic degree.
(3) "Study tour" shall mean a conference, seminar or observation tour organized not exceeding 6 weeks apart from study and training.
